The honest boundary
National Heartbeats reports what citizens choose to tell it — honest testimony at scale. It is not a weighted, representative poll of the population (it reflects who chose to record), so it won't claim 'X% of all citizens think Y'. But once the dataset is large enough it does surface themes and trends that are statistically robust, reporting only patterns above a minimum group size — and never identifying individuals or ranking named services.
